Right, we use the US Constitution, not mitzvahs.

The best example in the US, that I know of is Slab City, although there are places in WV that are pretty much left alone too.

Would a hand written letter stating such make any difference to the US Sheriff's.

For the record, this was tried at an encampment on Diamond St in Morgantown, with an autonomous zone in 2020, but the police couldn't leave it alone. The one in Fairmont is far more successful. It is along the river and mobile, making it unprofitable to police.
